Parliament has passed the Social Protection Bill, 2025, a landmark legislation aimed at strengthening Ghana’s social safety net and improving support for vulnerable groups, including the elderly.
The Bill establishes a comprehensive legal framework to coordinate existing interventions such as LEAP, School Feeding, Capitation Grants, and NHIS exemptions, while promoting equitable access to social services.
A major highlight is the creation of a Social Protection Fund to sustain key welfare programmes and enable emergency responses during economic and humanitarian crises.
Passed after extensive stakeholder consultations, lawmakers say the legislation reflects a major step toward building a more inclusive, resilient, and socially just Ghana.
